[Vision2020] County-wide districts

I don't normally like venturing onto v2020 for a variety of reasons, but
Chris Storhok's claim that there are no county-wide districts is, I think,
in error. Unless we/it have/has been operating under false premises since
1994, I believe the Latah County Library District encompasses the entire
county.
