Why not?

I've heard this statement made concerning other elections, and no
rational explanation has ever been advanced.  Some mumbling about
different districts or different constituancies is put forth.  So what? 
A little bureaucratic grease whould enable the paper shufflers to work
this out.

Or is there some deep, fundamental problem which requires us voters to
trudge out several times a year and spend two seconds marking an X on a
ballot?
