To Bill London and Vision 2020 members

I want to apologize to those of you who feel that public input of this issue
was not at the level that you would have liked.  I can assure you that the
courthouse overcrowding issue was discussed for at least the last four years
in various forums of which most involved the general public.

To answer Mr. London's questions and concerns:
1.     We would agree that this is not the best economic times; however
there are some benefits to running a bond issue at this: a) interest rates
are at a 40 year low (which is a large benefit); b) the possible cost of
construction is lower due to lesser demand for building supplies and labor;
(for example, we hear that the cost of finished lumber is below the cost of
production).  c) doing the project at this time will possibly offer some
stimulus to the local economy and d) during the 15 year life of the bond
issue, there will certainly be up and down economic cycles (So when is the
best time?)

   The present plan is to leave the leased offices for motor vehicle and
drivers license where they presently are, this seems to be the general
desire of the public. However, we feel that in the long term owning is more
practical than leasing when it comes to general office and storage space.

2.    Our hopes are that the actual expenditure will be less than the
$20,000 budgeted for bond issue education.   The courthouse facilities
committee and the commissioners felt that there certainly had to be some
type of effort to educate the public in regards to courthouse overcrowding
and the possible need for courthouse expansion.   (As you all realize
advertising is expensive)

 3.   This bond election cannot be combined with another local election this
spring or fall.  The next opportunity to combine this issue with another
election would be the general elections in 2004.

4.   With the courthouse addition as planned the "Grace Wick's Tree" would
have to be removed.  Plans are to plant a replacement tree or grove of trees
as well as using the lumber from the "Grace Wicks Tree" to build memorial
benches and picnic tables.

Again, we invite you to visit the courthouse and as always submit any
question or concerns to the commissioners.

      1. Given the pathetic economic situation (and especially the UI budget
woes) and the hardship that raising taxes to pass this bond would create,
would it be reasonable to rent space to ease the overcrowding?  The
licensing office moved out of the courthouse to rented space at the Eastside
Marketplace years ago--has that been a problem?
      2. About $20,000 of taxpayer money is being spent on an "education"
campaign that so far seems like one-sided advertising to support the bond.
Is this expense alienating voters and making the bond passage less likely?
      3. Why was it necessary to incur the expense of a special election in
February?  Could this bond have been combined with other elections later in
the year?
      4. The expansion will require the cutting of the beautiful spruce tree
in the parking lot at the courthouse (the "Grace Wicks Tree").  Was any
thought given to saving that tree?
