I am curious, when events were held in the Community Center at the Old =
Post Office, what procedure was followed there?
Thank you for your response, Jerry.

Bill,
in this increasing sue-happy country, it is not only prudent for =
rental spaces to require insurance, but necessary, and should be =
required to protect the venue and the participants. =20
The Council as mangers of the 1912 facility are acting accordingly, =
and responsibly.
Other public venues in town including the Eastside Marketplace and the =
Kenworthy, already have these kind of insurance requirements in place. =
This action by the City levels the playing field and protects the City =
and the 1912 Centre.
The affordability of such a policy should not be a question as alcohol =
vendors are required to have a general liability policy as a requirement =
for their Alcohol Vendors License. Naming an additionally insured, and =
receiving a certificate does not usually cost anything, or if it does it =
is minimal.

Now the city staff suggests that $1 million in liability insurance =
is needed for any alcohol event on city property (see below).=20
If the Council agrees, what will happen to events like wedding =
receptions at the 1912 Building?=20
Will any local caterers be able to afford the insurance?=20
Will this proposal eliminate a major source of funding for the 1912 =
Building?=20
Why is this insurance needed?=20

3. Liability Insurance for Alcohol Catered Events on City Owned =
Premises - Gary J. Riedner=20
Because events where alcohol is served represent an =
increased risk of injury or damage, and in order to provide the City =
with additional protection should anything untoward occur as a result of =
the use of alcohol, staff feels it prudent to require the alcohol =
caterer to provide necessary additional liability insurance in the =
minimum amount of one million dollars, and to name the city as an =
additional insured.=20
Council Consent Agenda =
Item #1D=20
ACTION: Recommend approval of the policy that effective =
immediately, any event serving alcohol on city owned premises will =
require the alcohol caterer to submit a certificate of insurance with =
limits of not less than one million dollars, naming the city as an =
additional insured for the term of the applied for catering permit; or =
take such other action deemed appropriate.=20
