The Police Department is seeking approval to have items on the
attached list declared as surplus so that they may be auctioned May 10, 2003
at the Latah County Fair Building.

ACTION: Recommend declaring the items on the attached list as
surplus and authorizing staff to proceed with the auction; or take such
other action deemed appropriate.
4. Amendment to Agreement for Consulting Services for Hamilton
Indoor Recreation Center - Randy Rice
Because additional scope elements have taken place during final
project design, NAC has requested additional fees. Since the original fee
was predicated upon a percent of project cost, this request is seen as
appropriate. Approval of this request adds $7,193.00 to the base services
identified in the agreement.

E. Authorization to Dispose of Surplus City Property -
Cam Hershaw
The Police Department has a number of firearms which
have been either donated, seized, or are City owned but no longer needed
(see attached list). It is requested that Captain Hershaw be authorized to
dispose of these items to our vendor, Law Enforcement Equipment Distributors
(LEED) of Tacoma, Washington, for credit against our current account.
Reviewed by Administrative Committee April 14, 2003.
ACTION: Declare the attached list of firearms as
surplus, and authorize Captain Hershaw to dispose of the items as indicated
above.
F. Request to Surplus SCADA Software - Tom Scallorn
The specifications for the Wastewater Treatment
Plant specified a specific software package which was purchased by the
appropriate subcontractor. The SCADA system was a separate contract and the
recommendation of the contractor who provided that system and associated
programming, was for different software. After review, Public Works agreed
with the recommendation and the alternate software was purchased. Staff is
now requesting to declare the original software surplus and ask for
authorization to find the best means to recover as much of the original cost
as possible. Reviewed by Administrative Committee April 14, 2003.
ACTION: Declare the SCADA Software surplus, and
authorize staff to find the best means to recover as much of the original
cost as possible.
2. 7:00 p.m. Legislative Public Hearing to Consider an Ordinance
which would amend the Zoning Code Regarding off-street Parking Requirements
for certain Residential Developments- Joel Plaskon
The proposed legislation is a result of staff and City
Commissions' concern of on-street parking problems associated with recently
constructed multiple family residential developments along West "A" Street.
The proposed ordinance would omit reference to the term "collector" street
and would "grandfather" existing single family and duplex developments which
currently have parking that requires vehicular backing movements onto
arterial streets. Staff recommends approval of the ordinance as recommended
by the Planning and Zoning Commission.
ACTION: Consider the ordinance on first reading; or approve the
ordinance under suspension of the rules requiring three complete and
separate readings and that it be read by title only, and authorize the
Mayor's signature thereon; or take such other action deemed appropriate.
3. Ficca Property Issues
a. Lot Line Adjustment - Joel Plaskon
John Ficca owns the west half of the block between
"D" and "C" Streets and Adams and Van Buren Streets. The applicant proposes
to adjust the property line between the two southerly parcels such that the
most southerly parcel is amended from a 60'-wide to a 120'-wide parcel. The
applicant's proposal complies with the Zoning and Subdivision Codes, pending
Development Agreement approval. The applicant intends to demolish the
existing six-unit apartment building and construct a duplex on its place,
which would be zoned half R-3 and half R-4. The final outcome of the
proposal is expected to result in a total of up to 14 dwelling units on the
entire half block which is within the density limits of the existing zoning
and Comprehensive Plan designation and allowed by right. Reviewed by Public
Works/Finance Committee April 14, 2003.
ACTION: Approve the proposed lot line adjustment
upon condition of signing a satisfactory development agreement; deny the
proposal; or take such other action deemed appropriate.
b. Development Agreement for Block "A", Park Addition -
Dean Weyen
John Ficca is proposing further development of his
property between "D" and "C" Streets immediately east of Adams. Public
improvements are required per City Code. The attached Development Agreement
replaces a previously executed Development Agreement and is being proposed
for to better define the scope of public improvements required of the
developer. Reviewed by Public Works/Finance Committee April 14, 2003.
ACTION: Approve the agreement and authorize the
Mayor's signature thereon; reject the agreement; or take such other action
deemed appropriate.
