Jack,
=20
This is something that's treated as a dirty little secret. In the civil
government (Federal, State, and City), you have a "labor acceleration =
rate"
that has to be applied to your salary. This "acceleration" captures the =
true
cost per productive hour and is the government's share of fringe =
benefits
and unproductive time (leave, fringe benefits, etc). It is applied to =
the
cost per hour paid and is calculated as follows:=20
=20
(Leave + Fringe Benefits)/Total Pay
=20
What Colorado is saying is that you can take the kids (and their =
funding),
but you cannot have the "labor acceleration" that goes with it.=20
=20
In fact, one of the major reasons that private schools can educate the =
kids
for 1/3 of the government schools is because they don't have to pay that =
25%
labor acceleration; plus, they don't have to follow the bogus salary
structure that the government uses (no merit, just years).=20
=20
Any rate, a long answer for a short question.=20
=20
Best,
Dale

Are they saying here that the private schools can provide a better =
education
with 3/4 the money?

Monte Whaley, Denver Post Education Writer
Wednesday, April 16, 2003 - 12:45 p.m. - Gov. Bill Owens today signed =
the
nation's largest school voucher bill, delighting school choice advocates =
and
hundreds of flag-waving children who surrounded Owens on the steps of =
the
State Capitol.=20
"We've truly made history here in Colorado," said Owens. "We will change =
the
lives of thousands of Colorado students."
The measure allows parents of children in 11 Colorado school districts =
to
take their children out failing public school and put them in =
participating
private schools. Parents who take their children out of public =
classrooms
would be given a scholarship worth 75 percent of what the state and =
local
districts pay to educate kids.
The rest of the money will remain with the public school for as long as =
the
student remains in school.
Parents, lawmakers and students hailed the bill as a huge step to help =
poor
parents educate their children.
But the measure is likely to attract lawsuits from the Colorado =
Education
Association and the People For The American Way, who say it diverts =
badly
needed funding from public to private and religious schools.=20
