Wednesday, April 16, 2003 - 12:45 p.m. - Gov. Bill Owens today signed the
nation's largest school voucher bill, delighting school choice advocates and
hundreds of flag-waving children who surrounded Owens on the steps of the
State Capitol.
"We've truly made history here in Colorado," said Owens. "We will change the
lives of thousands of Colorado students."
The measure allows parents of children in 11 Colorado school districts to
take their children out failing public school and put them in participating
private schools. Parents who take their children out of public classrooms
would be given a scholarship worth 75 percent of what the state and local
districts pay to educate kids.
The rest of the money will remain with the public school for as long as the
student remains in school.
Parents, lawmakers and students hailed the bill as a huge step to help poor
parents educate their children.
But the measure is likely to attract lawsuits from the Colorado Education
Association and the People For The American Way, who say it diverts badly
needed funding from public to private and religious schools.
