Understanding the district budget starts, not with the numbers, but with
the requirements.  To understand how the budget is developed, you should
start with the master contract with the MEA. To that end, I offer the
following from Idaho Code 33-1271:

Accurate records or minutes
of the proceedings shall be kept, and shall be available for public
inspection at the offices of the board of education during normal
business

hours.

Simply request in writing copies of above stated minutes for this years
negotiation sessions.  Follow along with what happens during
negotiations.  Also, get a copy of the current master agreement.  Read
it thoroughly, and understand that almost all provisions represent
expenditures by the district on behalf of teachers, (and sometimes the
entire employee pool) that is not accounted for in "salary".
