Bill- thanks for the question. The City was aware that there were =
tremendous site development costs with the property. However, this =
location was still the first choice of the property available at that =
time. When these costs became public, citizens raised concerns and the =
City looked into it. They found that other property on Pintail that was =
previously unavailable was now for sale. With respect to the bond =
election, the Community approved the City spending up to $2,500,000- no =
blank check. Regarding the fire station- the newly designed station will =
be one story with that design accounting for a portion of the =
significant cost savings to Moscow taxpayers. With respect to your =
question about whatever location- the City is still meeting their needs =
and saving taxpayers money. Regarding your question about when- it is =
still our intent to break ground this spring. It appears there will be =
no delay in the construction timetable.

The City just recently signed the earnest money agreement to buy the =
property so there is more work to do on this. As I've done from day =
one, I will continue to try to keep you informed.

  Subject: this is confusing

I read the announcement from the city about the agenda for the City =
Council meeting for Monday Dec. 16 (7:30pm) and was surprised to read =
this note about the new fire station:
     =20
    5. Agreement to Purchase Property for Fire Station #3 - =
Randy Rice=20

Through the design process for the new fire station project, there =
has been concern about the significant costs resulting from placing the =
facility on the existing site. It has become apparent that site =
development costs have risen to the point of questioning the original =
site selection decision. Staff negotiated an agreement to purchase =
three lots immediately across Pintail Lane.=20

ACTION: Authorize purchase of lots and authorize Mayor's signature =
on the agreement; or take such other action deemed appropriate.=20
    =20

The city did not realize the property would be inappropriate until =
after the architectural drawings were complete, and the bond election =
was held?=20
What happened at that bond election--did the voters give the city a =
blank check to build whatever firestation they want at whatever location =
they choose whenever they feel like completing the project?=20
  This is confusing.=20
