I don’t have access to those non binding trial court cases, but my guess is that the actual dispositive issue is that service was by mail not hand delivery and you always get an extra 5 days for service by mail (and it can’t end on a weekend, holiday or one of the holidays enumerated in the statute which includes some weird ones.) there is no statutory support for making the issue be where the management office is. If hand delivered it is a 3 day letter, but if mailed you add those 5 days even if it is to the property address.
