[CLC-Discussion] Rejection of Public bid

I have a client who was low bidder with a municipality.  The city
commission met and decided not to go forward with the project, in
essence, rejecting all bids.  Then on the 117th day, had another
commission meeting and voted to award the contract to my client.

 

Generally in contract law, once an offer is rejected, it cannot be
revived by the party who rejected the offer.

 

Is anyone aware of an exception to the rule as it applies to
municipalities or other public entities?
