[WSBARP] Land use / taking / ?

Listmates, we have a client looking for assistance with a rather odd situation.  Client bought property as a residence and was flooded out.   It is unclear if he rebuilt or was trying to rebuild when apparently the state said NO and that his property in now 180 recreational use only.   Sounds like he needs to appeal quickly.    We don't currently have the band width to take this on.  Anyone willing to help?
