If your client has spoken to the neighbor but to no avail (and the HOA 
continues to be worthless), your client can 1) ask your client to attend 
a mediation to try to resolve the issue, or 2) file a complaint with the 
city or county, depending on where your client lives. There are city 
ordinances against  public disturbance and nuisance noise.

If your client would like to preserve the relationship (what little 
there is- you never know when you will need to borrow cup of sugar.... 
), mediation is a good option.
