[WSBARP] Government taking via regulation change

Listmates, I know this has been discussed and probably definitively decided but its not in my wheelhouse.
Client has a property under contract and a municipality passes a temporary ordinance massively increasing the side setbacks. This renders the client's property undevelopable. It appears this was enacted to maintain the visual character of the neighborhood. Anyone out there that can advise the client on their rights or possible cause of action? Thanks in advance. Craig
