[WSBARP] City Condition to bury overhead lines

Listmates,

A city has decided that the overhead power and utilities lines in front of the project property must be put underground.  These lines serve all the properties down the street.  It will be very expensive (about $400,000.00) and the other properties would never be developed in the near future.  The power company told the City it makes no sense to bury the line just in front of one property. That would require putting poles on each end of the property to drop the line and bring it back up. The cost will be disproportionate to the potential benefit.  There are major power distributions lines along the property that will remain.

What challenge is available to contest this new condition the City is imposing?
