[WSBARP] King County Notice of Code Violation and Abatement Order

As a city attorney, I think that most of my colleagues - but not all -
would be pleased to arrive at a settlement in which the nuisance is
resolved.  If somebody approached me to say that they could either pay a
fine or resolved the issue, it would not be a hard decision.
