Samuel: Have had several code enforcement defense cases recently and successfully resolved with the  cities of Bellevue, Seattle and Renton. Happy to consult on this one. I am sure they can be reasonable given that the property owner has passed. I have also dealt with this issue in the context of title insurance and the impact on marketability of the property. A PR is administering an estate and one of the properties has a King County Notice of Code Violation and Abatement Order from 2019 recorded against it.  The decedent never addressed the violations and apparently fines of $260.00 have been accruing daily for the last ~six years.

Has anyone had any luck getting a county/city/town to abate the fines in this situation?  Any other thoughts?
