[WSBARP] Transfer to LLC

Listmates,
Two business partners own in their individual names, as their sole and separate estate, a lot. They wish to transfer the property into the LLC they are members of. However the LLC lists their spouses as members as well as the partners. Will the Department of Revenue assert excise tax is due because the change? Do I need to first do a deed to the spouses then another subsequent deed to the LLC?
DOR lately seems to challenge exceptions routinely.
