Sometimes if the recipient of the mail does not use the key to open
the parcel locker in time the post office will take back the parcel locker
mail and leave a note in the recipient's regular mail saying that it did
not get picked up. In the case of multiple people using a multiple mailbox
situation, there may be 7 users and only 2 parcel lockers to be shared by
the 7. Other users may get mail that requires a key so the mail
person needs the key for them. Ergo the mail is somewhere in the post
office awaiting disposal, hopefully back to the sender.
