[WSBARP] Money to trust beneficiary in Moscow

Looking for a referral for a potential client who is a trustee, needing to distribute a trust. Two of the named beneficiaries (siblings of decedent) are citizens of Russia and residents of Moscow. Trustee needs to know what his obligations are regarding notifying the appropriate authorities that this money is being distributed, and any advice on the mechanics of the distribution. Of course neither have US tax ID numbers, and don't appear likely to get them.
