Correct. I have clients leaving rentals empty in Seattle rather than 
continuing to take the risk of providing housing.  Once the law 
encouraged owners to take the risk by assuring them they could take the 
property back on short notice if the rent was not paid or the property 
was at risk. Opposite is true now--safer to sell the house and invest 
elsewhere.
