[WSBARP] City and Utility question

Hello,

PC has business in a live work building.

PC was readying to leave the country for several weeks and got notice of a Capacity Charge for their sewer use [they make wine on the ground floor of the building].

Charge was for just under $10K, with threat of penalty for delay in payment. PC did not have time to address before leaving town, so paid the bill.

Do you, or someone you know, have experience with getting dollars back from the City once paid, related to an unexplained utility charge?
