[WSBARP] HOA Best Practices

I have a client which is something akin to an HOA, looking for best practices on addressing a couple of members who are behaving outside the social norms.  Has anyone put together Association best practices they would be willing to share?  Complete ejection is not an option given the ownership nature.

Also, under what circumstances have people had success with law enforcement on site for maintenance issues?  I assume slim, but we've had some member harassment during maintenance days.
