Here is the message from the client.

.   I've been living in the Echo Lake Waterfront Condos, Shoreline, WA since 2006, when it was converted from an apartment complex. There is a dry/wet rot issue with the plywood in the landing near my 3rd floor front door which has been slowly spreading. It is a covered exterior landing that is accessed from a covered outdoor stairway.    I reported the issue to the Kappes Miller Property Management on  March 22, 2022 and a few other times last year.  Yesterday, they came out to evaluate it, performing  moisture tests on the spot (maybe 2' by 3' in size) and also in my unit's interior kitchen wall shared with the landing. It seemed to me the tests on my inside wall were dry based on the reaction of the person taking measurements. My fridge and washing machine are located near that inside wall. I thought it would be a good idea to obtain my own evaluation of the damage and the causation now, in case the HOA tries to blame my unit for the damage to the landing.  My own opinion is the power washing they do to the landing on yearly basis caused the initial water intrusion(s), which led to the dry/wet rot getting started.  The water would puddle up on linoleum laminated landing with no drainage.  Do you know of a construction specialist that could help me evaluate it?

Listmates,
Client's condo has water intrusion which appears to be the fault of the HOA.  But HOA does not agree.  Client would like to consult with an expert in support of his claim. Recommendations would be appreciated.
