[WSBARP] Construction expert

Is the water intrusion issue caused by roofing problems?  I've got a roofing expert I could recommend.

Client's condo has water intrusion which appears to be the fault of the HOA.  But HOA does not agree.  Client would like to consult with an expert in support of his claim. Recommendations would be appreciated.
