[WSBARP] Eradication of Waterfowl in Association Property

Listmates:

We have a client who wants to know what rights he may have to stop or comment on the plan to euthanize migrating waterfowl in his association.  We have one page of an agreement with the Wildlife Services and some references to the US Code.  Does anyone have any experience with this type of matter who could spare a few minutes to discuss it or who could provide some direction for our research?
