[WSBARP] Municipal liability

Unless the nailing is for a shear wall, the nailing for floor installation is not something an inspector would ever look at.  I do construction management and this is not something that has ever been reviewed by the jurisdiction.  This is a contractor issue.

I have a client who bought a new construction home. The home has some pretty obvious defects (like none of the floor sheathing was nailed down except at the edges).

I believe that it is difficult if not impossible for the local municipality to be liable for not catching these things.  Does anyone have a good citation one way or the other?
