I have a client who is a car wash operator.  A city is threatening to issue a NOV because of water runoff from the car wash (literally because cars drive off the lot dripping water), claiming it is a water quality/contamination issue.  Any idea who might be able to advise my client on this issue?

I literally have no idea where to start on this one....
