[WSBARP] City vacating right of way

Listmates,  I have a potential client looking for assistance in getting the City of Seattle to vacate a right of  way on an unopened street.  Sounds like the play is from the 1890s and a survey is 1920s.  At some point a concrete stairway was constructed on this right of way.  Client would like to petition the City to vacate the unopened right of way.  Thanks, Craig
