[WSBARP] Can a Party serve the 14 Day Notice to Pay or Vacate?

Listmates:

 

Can a party serve the 14-Day Notice to Pay Rent or Vacate and the ERPP
Notice to start the UDA process?  I would normally say yes, but these
notices are jurisdictional and intertwined with the original process, which
I never allow a party to serve.
