[WSBARP] Appeal of Shoreline Substantial Development Permit

The city of Mercer Island has just approved a Shoreline Substantial
Development Permit for a Lake Washington dock extension that client is
considering appealing before the September 21,22 deadline.   I gather that
the Corp of Engineers, Dept of Wildlife and a building permit will also be
required down the pike.  Client is looking to speak to an attorney who does
this sort of municipal/environmental/land use law. Any suggestions?
