Though I do not want any client to be the test case when the time comes, we will need to divine what RCW 59.18.630 means by: "six months following the expiration of the eviction moratorium [which is 12/31/2021] or the end of the public health emergency, whichever is greater, the landlord must offer the tenant a reasonable schedule for repayment...."

Does this mean the repayment plan offer is required, at least, until Oct. 31, 2022 OR six months following October 31, 2022?

The repayment plan requirement is not expired. It is in place for 6 months after the expiration of the state of emergency. The state of emergency is set to expired 10/31/2022 (unless extended). So at a minimum the repayment plan agreement is in place through the end of April 2023.

I emailed my eviction notices to the local dispute resolution center.  The DRC emailed back saying that I am missing the "repayment agreement plan."  Huh?  This is for April 2022 and later rent and the repayment plan requirement expired at the end of last year under RCW 59.18.630.  Am I missing something or is the DRC wrong?
