[WSBARP] Bad/lazy developer - regulatory oversight? Thoughts on getting recourse?

I have a client who is upset at a developer who refuses to
provide amenities to a new subdivision (CL one of first buyers). Basically,
developer refuses to form an actual HOA and is not providing services
advertised for with the subdivision. Developer does not even seem
motivated to even sell lots. Client had to complain to the state to get a
private water system put in, per development's application. Attractive
nuisances are all over the empty lots, such as dangerous large perc holes
that could swallow a person.
Thoughts on how to address this?...
