My position is, eloquently, nope. As a practical matter, it would be a nightmare to interpret that statute as requiring anybody and everybody holding a copy of a will to file it with the court....

Requires an executor to deliver "any will" to the court within 40 days of knowledge of the testator's death.  The Testator died in a foreign country and that is also where the original will is. I don't know if the testator still has any assets in Washington, but I only have a copy of the will. Am I obligated to file the copy?
