[WSBARP] Electronic notary for overseas party?

With this new-fangled electronic notary thing happening, I wonder:

If the owners of a property here in Seattle currently live in Somaliland and they want to transfer their property to their two sons, who live here in Seattle, could a notary with the electronic notary endorsement notarize a quitclaim deed when the Grantors are in Somaliland?

Any thoughts are appreciated.

Otherwise, I’m trying to determine the best way to have the Somaliland parents properly execute a quitclaim deed for use here.
