[WSBARP] Regulatory Takings referral

Long-time clients have a two-decades long animosity with the actions of a
city and statutorily created entity, due to their actions on nearby
property owned by said entities. Some time ago, the entities authorized
work that directly increased the flood risk for my clients' property, and
the entities appear to have taken affirmative steps to ensure that only the
entities could buy clients' land in the future due to regulations and
adjacent land purchases by the entities.

It's complicated and out of my expertise. My clients want to untangle their
issues with the entities, but I believe they need specialized counsel to
issue-spot and see whether they have any cognizable claims. I believe this
falls into the realm of regulatory takings.

Referrals? Advice on who might be able to assess such a situation?
