[WSBARP] Purchase of a Manufactured/Mobile Home Park

HC purchases a mobile home park where rent has not been raised in 10 years and seller claims he does not have any written lease agreements with the tenants.  What authority does HC have to institute new leases or increases in rent when there are no written agreements as required by RCW 59.20?
