[WSBARP] Bulkhead permitting, Island Co

PC thinks he will need help.  Needs a bulkhead (both neighbors have one) 
but county opined that he would be denied the permit. Self-referral 
welcome.  Also may need litigator since neighbor is threatening to blame 
PC for sluffage.  Thanks.
