[WSBARP] Referral Code violations Snohomish County

Listmates.  Looking for someone familiar with Sno CO. PDS that can assist a client with a problem.  Short story, client buys an old house and fixes it up without permits.  He gets busted and now PDS is requiring the entire property meet new home standards ( setbacks etc) because his remodel exceeded 50% of the assessed  value of the trashy house he bought.  Property is lake front with all the fun that goes with that. Near impossible task and cost prohibitive to meet their demands.  Needs someone to argue valuation of old house and try to negotiate a reasonable solution.  We are currently at capacity so looking to refer out.  Thanks!
