[WSBARP] Is there a limit on how much a LL can increase rent?

Client has leased a place to the same person for ten years.  The monthly
rent is less than half the average rent, for the same size place, in our
area.  He would be justified increasing the rent by over $1000 per month.
However, given the current bad attitude towards Landlords, these days, is
there some limit as to how much rent can be increased?  The Tenant, of
course, stopped paying rent almost two years ago, so any increase may be
looked at as retaliatory.  Any thoughts?
