Jeff -

In addition to what Eric offered on the specifics of the numerical
citation, the answer to your specific question is really "both" - you use
the numbered cite, but under GR 14 you do have to also identify it as an
unpublished case when you cite it. I always use a footnote, "unpublished
case cited pursuant to GR 14.1 for its persuasive value".

I have run into this a couple of times.  A case has a Wn. App citation but
in the body of the ruling it starts out saying "Unpublished Decision."  Do
I cite it as the Wn. App. cite or as unpublished with the reference to GR
14?
