[WSBARP] New lease proffered

Anybody know if the landlord is required to proffer the new lease in hard copy? I have a situation where LL sent a 30-day notice of lease renewal with new monthly rent amount for six months. No other provisions identified. Told T to access new lease via his Tenant Portal (which I do not think T had ever used or set up before, as Tenant Portal belonged to new LL who was changing procedures).

Is that valid 30-day notice under 59.18.650(2)(k)?
