[WSBARP] Construction/ Contractor question

Listmates,   Once again government delays have created a new question for me.  Typically, my developer/builder client forms a new LLC for each project and obtains a contractor's license for that development.  He then hires a range of subcontractor's as well as his own employees to complete construction.  The normal 2-3 day process of obtaining a contractor's license is now stretching into weeks.  He is losing his weather window for dirt work and my client needs to proceed.   We are considering starting the work with the " Subcontractor" working for the LLC ( not yet licensed as a contractor)  then converting to a true subcontractor once the license is issued, hopefully in a couple days.   This would technically make the dirt guy the primary contractor rather than a sub for those few days.  It seems logical and without consequence however, I feel like I am missing something but can't put my finger on it.   Any thoughts would be appreciated.    Craig
