The affidavit requirement was slipped into Proclamation 20-19.4.

Under 20-19.3, there was no affidavit requirement, only written notice.

So I think the answer to your question is the date 20-19.4 became effective---October 14, 2020.

I represent a landlord.  I had a 60 day notice to terminate served on a tenant based on clients desire to sell and it was served on 2/27/01.
I understand a revision of Gov. moratorium required landlord to sign it.  I signed it.  Can anyone tell me when that revision took effect?
