[WSBARP] Foreclosure on Private PN and DOT

The eviction moratorium applies to residents of the property after
foreclosure. So if the new owner does not intend to personally occupy or
sell the property, you cannot terminate the tenancy or occupancy (whether
they are tenants or not).
