There are different testing methods for different types of emissions.  See ecology.wa.gov/About-us/How-we-operate/rulemaking#ac  Then click on the “See our rules” tab, and then click on the “Air and Climate” tab.  You should see a list of WACs that address specific pollution sources.  Chances are that you are looking for VOCs, regulated under Chapter 173-490.  You can also obtain assistance or file a complaint by calling your local clean air agency.  For Snoho, I think it is the Puget Sound Clean Air Agency.  I don’t have any experience working with them, but the NW Clean Air Agency has always been very helpful.

I have a client dealing with strong paint smells coming from their neighbor who paints cars on his own property. I'm wondering if anyone knows of a reliable way to measure odors or paint chemicals in the air that would hold up in court?
