You should see a list of WACs that address specific pollution sources. Chances are that you are looking for VOCs, regulated under Chapter 173-490. You can also obtain assistance or file a complaint by calling your local clean air agency. For Snoho, I think it is the Puget Sound Clean Air Agency.
