Yet another referral needed.

PNC hospitalized for six months, during that time his work insurance transitioned to COBRA, Unfortunately there were 3 weeks that were not covered at a cost of  $30,000. Paperwork was sent to his home to do the transfer to COBRA while he was hospitalized and he didn't get his mail until after a deadline.  Anyone out there that can assist this gentleman?
