[WSBARP] Service RCW 59.12.040 / HB 5160

I think it's just more efficient to send everything to a mail processing 
center somewhere than to sort out those that might only be going across 
the street.  If you look at the routing on UPS of FedEx packaging it is 
often far from straight line.
