[WSBARP] Form 17 - Seller's Agent (and former owner of subject property) failure to disclose known defect

Seller's Agent was the immediate prior owner of Seller's property, and while
owning it the Agent built an addition onto a garage without obtaining the
require permits.  Agent then sold the property to the Seller.  Seller than
sells to current owner without disclosing the lack of permits on the form
17.  Owner wants to improve the garage.  The County found out about the
Agent's work and said that had to be completely removed and rebuilt with
proper permits.  What is the Agent's liability?  Seller if very old and most
likely was not the person filling out the form 17.
